Spill Prevention Control and Countermeasures Plan (SPCC) The SPCC regulation now requires that facilities with aggregate aboveground oil storage capacity of 1,320 gallons or greater, including 55 gallon drums, have systems capable of holding the maximum volume of fuel in their tanks in the event of a spill. Your facility may require an SPCC is you have large storage in underground storage tanks. In 2002 the Environmental Protection Agency (EPA) amended the Oil Pollution
Prevention regulation at Title 40 of Code of Federal Regulations, Part
112, (40, CFR 112). This regulation incorporated revisions in 1991, 1993,
and 1997 often referred to as the Spill Prevention, Control and Countermeasures
(SPCC) regulations. These changes to the regulation include not only a
change in the oil storage capacity but also included replacing the word
“should” with “shall.” Now instead of spill response
plans and containment capabilities merely being a recommendation, they
are a requirement. Also, if you have had 2 or more discharges in a year,
there are additional requirement. |
